OK, so I have had several discussions regarding this amazing ship, and have since worked on TWO capt for her...

I love the ninja style that comes from 14KM down to 10.4 invisifire with AFT, and CE....

and the second capt I will focus on the DE and AFT skills for more fires..

BUT now this....

I got 2 points acquired now...., so, do I use them for a tier two skill? Or wait for a tier 3 (18th point.... will take weeks, maybe  months?? lol)

And if 2, what would YOU do....

TORP reload, down to 56 seconds from 70?

OR gun traverse decrease from 18 seconds...??

I would not wait, and take Torp reload..

 

GG we were in last night... you capping that final base FTW.. Your karma points went up for that..

Yes. I assume you got LS already (if not, you make me a sad panda), so now get EM. Torpedo reload is worse, because Blyska's #1 weapon is her guns. Without EM they have a rather sluggish traverse, so you waste a lot of time swinging guns from one side to another, can't rapidly maneuver while keeping guns on target, and are quite at a disadvantage in knife-fights with other DDs.

my take on it...

 

If CE captain, I'd go for TAE

If DE+AFT captain, I'd go for EM

But I do load premium dcp every time, so it does cut down on cooldown...

I think if I remember I have SI and LS, 

And I lean towards traverse because of her guns....

Not a lot of invisi torp capability at 6.8 Concealment and 8KM torps... is it worth 14 seconds....I dont really think so..

I would not wait, and take Torp reload..

that is just about what I am thinking... the other capt will be more DE AFT build (still has stealth mode, just not as far)./. so I will use EM on him for sure...

I think the decision is a play style one.  How often do you use your torps?  If not all that much, then go for EM.  But if you play in a way that torps are an integral part of your Blys' play style, then maybe torp reload is the way to go.

The 2 point skill ExM will help out on the guns.  But I've noticed other annoying malfunctions that start up whenever I do that.. like a non-responding rudder.

You probably have Last Stand currently selected.  In your place, I'd go with Torp Arm expert -- and an extra tin-foil captain's hat.

Turret traverse, because your guns are your primary armament on the Blys, not the torpedoes. It also means the difference between being able to comfortably track a target while you are in a full turn versus not being able to. And I also hardly ever find myself thinking how great it would be if I didn't have to wait a few more seconds on my torpedo reload, since I hardly ever need to fire a second volley of torpedoes in such a small amount of time (refer back to my comment about your guns being the primary armament).

IMHO the ultimate Blys build is as follows:

 

BFT+EM+LS+SI+AFT+DE+whatever

 

Concealment may technically be a valid build but IMHO you are better off being an aggressive gunboat than a ninja. Spec for Kiev-like playstyle for maximum effect. The downside of course is that your detection range is substantially longer than that of USN or IJN DDs, so you have to compensate with smart play on caps.
