That is the distance from which they can be seen by an enemy. When they fire guns, that detection range gets bigger. So... they can look at their mini-map, fire at you from just outside their initial detection range, then stop firing, wait for their expanded detection range to retract, and seem to vanish. Happens in pretty much every game. Looks like Tier I play is all you have thus far experienced. There's a lot to this game. This is one of the more important things to understand. Also, there are a lot of Youtube videos that can provide you some solid information on how to play, how to figure out game mechanics, and how to enjoy the game a little more. That's usually how you take fire and not see them. Once you get a ship to elite status (all modules researched) click on modules tab at the top and the next ship in that line will light up at the bottom. If you have enough experience you can click the new ship and a window will appear. Send your captain to reserves on the old ship then sell that ship so you have a free port slot. If you do you, then there will be a "purchase ship" button on your empty port slot. You can also go to the tech tree, slelect the ship you want and click on the purchase button (that will be showing the price of the ship). Like you said you first have to research them.
