I was telling my division mate the other day about how cool of a feature this would be.  I wonder if I'm the only one who thought it was weird to see captains of Russian ships speaking in Japanese.

 

I wonder whether the ARP ships will be the usual IJN voice or the ARP voiceover.

Pretty sure they will continue to speak with their voices. Even when there wasn't national voiceovers, the Arpeggio commanders spoke in Japanese. 

 

Additionally, national voiceovers were added in 5.11 I think. Maybe 5.10. They're just adding more now.

What they implemented before was simply allowing us to use other voiceover localizations depending on the nation of ship we played. Now we're getting voiceover language specific to the source of the voiceover, as well as languages/accents which make sense in context but do not exist as localization options.

 

We're going from quick addition which leverages existing assets to polished and context-sensitive feature, and I'm excited for it.

I always imagined ships communicated in code and that was just one of your bridge officers translating the beeps and boops for you.
