Could there be more than 1 CV per team at low tiers more often? It's exceedingly hard to get a clear sky with just one opponent down here.

More carriers makes it harder to get clear skies.

Can you imagine the floodgates if they went to the old WOT artillery limitations...where there could be 5 per team!  Imagine the AA needed for that game!

I mean I have always gotten my Clear Skies by getting 2 CVs worth of planes. Keep in mind I am referencing T4-5

Just lift the carrier restriction on division, and you will get plenty of plane kills and salt/ tear
