Can't get into a ranked battle

I tried 3 different times yesterday, afternoon and evening, and could not pick up a ranked battle either in a CA or a BB. MM just would not create a battle. What's up with that?

 

Also, some Random battles I was in had as few a 2 ships per side and balanced between both sides. One battle was me in my DD and a BB. Another was 1BB, 2 CAs and me in a DD. Not that I am complaining about that, I thought it brought about a whole different type of game play, more  aggressive, cooperative, and supportive. I thank the MM for at least making a battle available.

Ranked battles are available on the public test server, not the live server.

I have made it up to level one but unable to finish to get the Jolly Roger Flag.  Is there anyone have that same problem too?

There is in the test server. Start level 5.

Check the tier of your ship, should be tier 6 to start.
