Yeah, it really is. My 4th match, a guy scratched my Kutuzov. Redo. My 5th match, another guy scratched my Atago. Oh god! I got so pissed off! I didn't do anything but I really wanted to sink him with all my torps So I thought: I'll do it at PvE with a CV! And that's how I got 10 matches without any team damage. It shouldn't be too hard to do in tier 1, just hold back a tiny bit while you club the seals. That's another way of doing it but still dangerous since they can still hit you.
