The effect of the Preventive Maintenance skill is "-50% reduction to the risk of incapacitation of modules". Does "incapacitation" just refer to modules being temporarily disabled, e.g. rudder or engines, or does it also apply to modules being destroyed, e.g. secondary and AA mounts?

Disabled, modules can take damage, but not be incapacitated. To prevent destruction, get the health upgrades for primaries/secondaries. That skill is especially good for under-armoured ships like light cruisers and DDs, whose engines and torpedoes get knocked out with a kick to it's armour.

Don't bother with preventative maintenance. For most of the ships you would consider that skill for (i.e. light cruisers, destroyers), you will be much better served using concealment expert instead.
