Pretty sure you can export as gif in Adobe Media Encoder.

try imgur "Video to gif" option, It does wonder. http://imgur.com/vidgif

Then after you do that for imgur, download the gif onto your computer and open it in photoshop or gimp. I use Gimp to resize gifs

and the best part about using gimp is that i can set how fast I want my gif. I can do it really slow or really fast. I assume that you want to do it faster then the normal video.
