Gneisenau 28cm Guns

Just curious as to why the Gneisenau doesn't have the 28cm guns and then the 38cm as an upgrade?

Because Scharnhorst.  If they offered the G-spot with the 28 cm guns, the Scharnhorst would be redundant and nobody would need to buy it.

Also look at the trouble they've had balancing Mogami due to her gun choices.  I think there are technical limitations that make it hard to balance a ship with multiple gun size choices like that.
