Here are my skills for my Tier 6 russian cruiser, did I do the right build?

Could anyone recommend a proper skill build for a Russian cruiser captain. Here is my build, is it any good?

Btw this build is for my Budyonny class cruiser

Tier 1: Basic firing training

Tier 2: Last Stand (I don't think incoming fire alert will be very useful since i can just use free look by right-clicking)

Tier 3: Superintendent (don't know if I should have gotten vigilance)

Tier 4: Demolition expert

Tier 5: ??? Don't know what i should get for this one. Maybe concealment or preventive maintenance?

Most are debatable but DE and CE are almost must-have skills for Russian cruisers. I also say VIG is important as they turn like overweight tracker trailers on a slick, icy road. But that's a matter of taste.

Everything seems good, but why LS? Do russian cruisers lose their steering/propulsion often? I generally never need LS on cruisers except maybe on a Tenryu.

Until Tier 6 they tend to lose engines frequently

OP doesn't really make it clear: are you building for the Budyonny, for the best overall experience on your way to T10, or for the final ship (whether that will be Moskva for you, or something earlier)?

 

I have my 10 point Budyonny set up for AA because of team battles, giving me BFT, LS, SI, AFT. It's a support build that I wouldn't really want for randoms.

My Shchors commander, who moonlights in the Molotov, runs BoS, LS, Vig, DE. I'm saving up for CE next. This is a glorious build in randoms.

My Chapayev commander was built to be a T8 AA specialist who can moonlight in the Kutuzov as well, with BFT, LS, Vig, AFT, CE. If/when I get Donskoi or Moskva, I will not be using this build.

 

Maybe that illustrates my point a little. Your target ship and match type makes a big difference in the decisions.

 

 

As a final remark, since the 152mm/57 MK-5 turrets already traverse 7.2°/s, I don't feel the need to give up Last Stand to get 0.7°/s more. That's the biggest reason I use Last Stand, not because I find it necessary.

I run the following for Buddy and Shchors (unlocked Chappy but haven't purchased yet): 

1: BFT. RU ships are decent at AA. BFT helps that. No better skill at this level. 
2: Last Stand. Buddy and Shchors both lost engine/steering often

3: Vigilance. With the poor turning ability, thatg extra notice of torps is needed, plus helps team when screening for BBs

4: DE. Makes Buddy and Shchors monster firestarters. 
5 (once 15 pt capt): Either CE or JOAT, haven't decided yet.

At T8 I'm happy with CE, but at T9 I think it's going to be worth switching to JoAT—faster damage control parties, radar, and defensive AA fire are appealing, but add repair parties to the mix? JoAT, please.

 

On the flip side, max concealment Chapayev gets down to 10.2km and stealth fires beyond 14.7km. Donskoi gets down to something like 12.4km with maximum concealment without firing. Concealment Moskva reaches 13.9km, I think. But the higher calibre guns start at T9, and they'll make CE less useful. Even with CE, Donskoi can't invisibly fire his mains within 17km, and there's always going to be a destroyer within 17km. Moskva can briefly be seen from orbit when the muzzle flash of her 220mm mains reflects off her enormous deck, so yeah.

I was aware, we just disagree on which way is easier. Sharing one build, sure, but several? That's a lot of different pages to view while reading a post describing why they took what they did. An imbeddable form would go a long ways in that regard.
