Furutaka loading

When the Furutaka is A hull and no other upgrades, the loading 'fill up' over the shell type is disproportionate to how much time is left. The bar should be empty with 22 sec to go and half full with 11 to go. Does anyone else have this issue?

It's like that with every ship as far as I know, I noticed it a couple of weeks ago. I'm pretty sure this is the case with all consumables.
