So how I understand it, some secondaries are HE and others are AP. Is this by ship or does switching to HE while using your secondaries cause them also to be HE and start fires?

It's based on what ship and what secondary guns it has. If you click on the Artillery tab on the ship in port and hover over the secondary batteries, it tells you if they use AP or HE

The guns have their own ammo loaded, you are not in control of this. You can see what's loaded in port.

Depends on the sip/what type of secondaries it has. Kongo has two sizes I think; the smaller ones fire HE, (127mm or less?) and the bigger ones fire AP, (t52mm and up?)

 

Mostly the only ship that do that are the IJN BBs, and Maybe Warspite.

I believe its any secondary with a caliber higher than 127mm uses AP shells.

Nope. Tirptiz's 15cms use HE. Warspite's 152mm use HE.

Pretty sure Tirpitz 150mm secondaries fire HE.
