Would Dog Fighting Expert starting at tier 9 be pretty much a moot point at that stage? Just looking to do a redistribute during this sale and dont feel that i need it anymore even going against a T10 CV

Its practically a worthless skill to begin with, considering that CVs are mirrored in terms of tier matchmaking, I run high alert 81 sec cooldown on repair for basic, premium has a 54 sec helps when you are under constant fire

It's a progression skill. It only benefits you if you have lower tier planes. Similar to EM on Russian DDs being almost mandatory to basically not helping.

Then its good for when you just start a grind on CV.  The default planes.

Yes, where every bit of extra DPS you get counts. You'll typically always be slightly ahead. Maximum damage occurs around T7 because Saipans get T9s. Then around T8-T10 since its mirrored it only helps if you have default fighters now.
