Suggestion: Torpedo Damage Model

I know the premise of this whole game is built on ships having HP pools. AFAIK torpedo damage doesn't scale depending on which section (not including magazines or citadels). I was reading about Long Lances and knew how deadly they were, but to my surprise quite a few USN DDs survived a Long Lance as it struck them on the bow. Perhaps aside from citadels and other factors, ships should take reduced torpedo damage (like only 2/3) if struck in the bow by torpedoes versus the rest of the ship? So this way maybe institute a mechanic that if you cant dodge the torpedoes encourage captains to take the hit to the bow versus the rest of the ship to decrease general HP loss, if only by a little bit.
