Since they set a precedent for pre-dreadnoughts and put Mikasa in the game, wouldn't it be cool if they added the Tsesarevitch or one of the Borodinos as a nemesis? Then we could have a Russo-Japanese war get-together.

Perhaps a few of those Classes could be placed at tier 2 like the one we already have ingame, though they would likely come later.

The big problem with most of the pre-dreds is they usually had two different secondary batteries in addition to the main guns.  To make the pre-dreds playable would most likely require manual control of secondaries and with different secondary batteries of differing ROF and placement (turrets/casemates/open deck) it would be too problematic for most nations pre-dreds like the USN, the French and later Royal Navy vessels.

It has to do with a mixed set of batteries, instead of a more uniform arrangement like later generations of ships, meaning secondary fire would be random, but effective at short range.
