Did you intend to post an image or some way for people to analyze your question? (Edit: I see you added some boats to consider.)

My two cents worth...

If you are in a BB or CA: Molotov/Cleveland/BBs.

If you are in a DD and sticking to torpedoes: CAs at the line while BBs are out of range, but BBs if you get a clear shot at them within range.

Those are different tier ships and different classes. And it depends what class you're playing.

It's never as simple as A-B-C. You have to account for several other factors.

As Wombat said, it's depends on a lot of things, your ship, their range and their relative angle to you among other things. Based on the screen shot, you were playing a BB, so prioritize whatever you can hurt the most. Broadside over most, mainly cruisers over battleships, and close over far.

I go usually by how close something is that I can reliably hit it. Is it threatening objectives? Is the ship capping? How many hp's does it have left? It if see something low on hp it becomes a better bet to kill it off if I have a decent shot at hitting it. Also, can i get a citadel hit on it based on the angle it is presenting? This order may also vary depending on the ship I am driving.

It's still dependent on the ship you're in.

If you're in a DD, the cruisers are a bigger threat to you, so you'd want to steer clear.

If you're in a BB, the battleships pose more danger, but you can probably delete either of those cruisers pretty easily.

If you're in a CA/CL, engage the other cruisers and stay away from the battleships.

Mr. Owl,  How many hits does it take to get to the Citadel center of a Warship?

I dunno about "threat" because threat is relative to a situation....   But if your  talking about Target Priority then always target the ship that's either closest to you or is the softest target exposing it's broadside...   Battleship' will take multiple blows  wasting your precious time trying to sink it while other softer ships can be pouring on the hurt with there faster rate of fire & threat of torpedoes versus a Destroyer or Cruiser that can be (once spotted) potentially nocked out relatively fast.  Sinking a soft target quickly chips away at the number of enemy guns that can be brought to bare against you and your team.

Assuming ideal conditions the kill order is Clevland > Molotov > Amagi > N.Carolina.... Nock out the squishy soft targets fast, ideally saving your team from a 1 for 1 attrition exchange,  then tackle the hard targets with superior numbers.  Nocking out the Destroyers and Cruisers also enables your teams Destroyers to have a easier time hunting the Battleships with those wonderful Torpedoes.

OP, you need to tell us what ship you are using and why are you only concerned about these four?

This also all depends on the situation you are in.

K, I didn't see all these other responses - you have a Nurnberg.

Then I agree with Hereticus, Amracil & Moksie (plus anyone else saying the same thing)
