New Orleans/Balti Spec Captain

I was wondering what a captain spec for the USS New Orleans and Baltimore would look like. 

Tier 1 BFT?

Tier 2 EM/FP

Tier 3 SI

Tier 4 DE/AFT/ SE?

Tier 5 CE.

 

This I presume to be pretty standard, need help deciding on 4th and 2nd tier skills

Definitely not SE or Fire Prevention. SE only gives a tiny buff in HP, and it's not really worth 4 points on a cruiser or a battleship. Fire Prevention is useless. Also, Vigilance for the 3rd tier is also a good option.

EM is the only useful skill in T2

 

DE, if you want to use the +16% range mod and try and start fires, if you can even hit them

AFT, if you want to cover friendly ships with AA.

Combined with SI, your ship becomes an excellent support ship, but torps can really wreck you.

   Gotta have EM for turret rotation. Superintendent is better for the Baltimore (heals and radar), Vigilance for the NO (no heals). If you're going to T9 or 10, superintendent. DE for DPS period. AFT can be a good choice for AA, but CV numbers at high tier are just low; DE will help you every match. Yes, you'll get wrecked by CV's in a match or 2 and regret this until the next 10 matches with no CV's and your average damage is 40k. DE until you see more carriers unless you REALLY want to play AA escort. Concealment for cruisers is by far the best T5 skill, wish it weren't the only logical choice but there it is. Best of luck!

   And btw, you shouldn't get totally wrecked by planes without AFT; your AA bubble just shrinks down to a more personal protection sphere.

I go for the HP buff for t4 skill. It's hands down the best captain skill in the game. at t9 it gives you 3700 HP. Increasing your AA is helpfull in maybe 10% of battles. Having more HP is useful in practically every situation where you die (which is something like 60% of games for most people). Increased fire chance is the only competitor at this slot for a CA IMO BUT skilled CA are looking to use AP as often as opportunity presents so it tends to be wasted. T5...ehhh...concealment is nice admittedly but it is not the only option - consider your options. I am extremely aggressive when I can be. High alert and last stand might be more helpful to you than a concealment buff if you are like me..

Since 0.5.9 is being implemented tomorrow and everyone gets SA by default, I'd do BFT, EM, Vigilance, AFT, and CE for the NO. I'd trade Vigilance for Superintendent on the Baltimore though, mainly for the heals. Radar has a 6 minute cool down standard, so in all likelihood you're only going to get one use out of that before you turn into the focus of attention for everyone that can see you.
