If at all possible, if you have both SA and any other tier 1 captain skill, you do not get BoS auto assigned to you. You get the skill point back.

 

This would be the best resolution imho.

I believe that is already the case.

 

They are only handing out BoS to those with no other 1-pt. skill than SA, because SA will be removed from the skill tree, and the coding doesn't allow you to have no 1-pt. skills.

You should get the free point, you'll just have to have more available before you can spend it.

If you have SA alone, the point is assigned to BOS. If you has SA and another level 1 skill, the sa point is REFUNDED. 

If you don't have SA, no effect.

I thought that if you have SA and another t1 skill that was not BoS, then they swap the point from SA to BoS. Only if you have both BoS and SA as t1 skills do you just get the skill point back.
