Seems like floods a little over powered when if can do over 30k damage and still 20 seconds left on it when you die.

4 fires on a ship is OP as hell

Flooding was what did in the two mightiest battleships ever put to the seas.  Lots of holes on the side of any ship's hull tended to result in unhealthy results.  Torpedoes were the one weapon that everyone used to give the smallest ships a chance to devastate far larger ships.

As for WoWS, save your Damage Control for the important situations.  If it's on CD and torps are coming or you're getting HE spammed with fires set across your ship, well, better pucker up.

Random thought, but do any mods change the damage control cooldown to a Halo ring since it removes the flood? xD

That's why you are supposed to use damage control tactically.

I see no problem on flooding at all.

You have less encounter chance than fire, it doesn't stack, damage is done in proportion to your maximum HP to be fair with all classes(fire follows same damage mechanic)

Okay, serious reply this time...

This is why a good CV captain will wait to see you put out fires before torping you if at all possible. Flooding hurts. If you can catch someone just after they burn damcon and cause flooding, it's a decent chance they're going down or are going to be really low when it ends.

This is why you shouldn't pop damcon for a single fire in a BB unless you are very low on HP, nor should you pop it as soon as you get hit by one flight of TBs. Check the sky first. Chances are more are on the way, and the player at the controls is hoping you used damcon after the first hits.

But right after you just get done putting out a triple fire then get grazed by a torp and still have a little over 30k you shouldn't die from flooding.

Them's the breaks.  You should have waited a few more seconds to put out the fires.  It happens to all of us.

Keep in mind, there are other things you can do:

  • Basics of Survivability (1 pt Captain skill) reduces flooding/fire duration by 15%.
  • High Alert (3 pt Captain skill) reduces cooldown on Damage Control Party by 10%.
  • Jack of All Trades (5 pt Captain skill) reduces cooldowns on all consumables by 15%.
  • November Foxtrot (signal flag) reduces cooldowns on all consumables by 5%.
  • Juliet Yankee Bissotwo (signal flag) reduces flooding recovery time by 20%.
  • Premium Damage Control Party - this replaces your standard DCP.  It costs 22,500 silver or 15 doubloons per match, but cuts your cooldown from 60sec to 40sec (33% reduction) *and* gives you an extra charge.

Flooding can be annyoing, though on the other hand I've been seeing far fewer flooding caused by my torpedoes. With premium consumables though, it's also not that effective most of the time. There's a reason Liquidator and Witherer are pretty rare.
