Game not running smoothly

The game runs really choppy. All my drivers are up to date. WoT runs smoothly with over 100 fps at times.

 

Pretty much all WoWS settings are on high. The game picked them by default I think.

 

When I run the game my CPU is not maxed out and neither is the GPU. What is causing this?

 

Specs:

i7 2600k 

GTX 780

16 gb RAM

Samsung 850 SSD

Look at the top left corner and see your FPS - frames per second and also right after a LAG indicator appears there. If so your lagging so check your ISP for speed

Check for virus, malware. Download and install CCLeaner. Empty the cache files with CCleaner. I run Ccleaner on my computer before I play.
