You're able to toggle the appearance of these ships by activating or deactivating the special Yokosuka Port by clicking the "Anchor" icon in the top left corner of your port screen. That's the whole problem. The overwhelming majority of the playerbase never, EVER even thinks about the WoWS homepage, never mind actually looks at it. It's always been this way, and it will always remain so. So the real question is why, oh WHY IN THE WORLD have they not implemented an IN-GAME NOTIFICATION that people will actually SEE?
