So I was comparing the Fletcher to the Tribal

With those 4 twin guns and the same size as the Fletcher (nearly) The Tribal will be a MEAN DD.  RU DD will not have much on this gunboat as the UK DD is so much smaller.

 

UK DD line may end up being the perfect blend of the USN and RU DDs.

I think what is desired is one line each of CVs, BBs, DDs and Cs. 

 

Tribals will probably tier VII, one of four DD groups that can work at that tier.

I agree. Tribals should be very well balanced Destroyers, similar to the Blyskawica.

Tribal's will be excellent to see.

 

But I think they'll play differently from Russian DD. Despite having 8 guns, the 4.7in gun they tote fires a shell a little faster and lighter than the USN 5in/38, slower than and only 2/3 the weight of the Russian 130mm.

 

Being a little smaller than the Tashkent will help - but Tribal's are slower as well. 

 

Should be stealth-torp capable with the good RN torpedo, but only a single quad launcher.

Nope.  Royal Navy cruisers will be a standalone line at first, tentatively slated for release closer to the end of the year.  DD and BB lines will follow at later dates.
