It's a cutaway of an upside down American flag which can be considered an insult or when raised denotes a request for assistance in times of crisis.

 

Well, almost an upside down US Flag if the red stripes had been horizontal but still....

Obviously the OP cares or he wouldn't have posted it in the first place.  And while I don't recall what the flag looks like, it what the OP says is accurate, then I'd care as well.

Well it is generally considered polite to make an honest effort at speaking the language of the country you are in rather than just assuming the rest of the world should speak the same language you do...

more serious though, if you see this flag as a cutaway from the american flag, the most insulting part it is that it assumes somebody took an american flag and cut with scissors the rest to get this triangle thing... i mean it's actually good that stars and stripes are reversed there, it clearly makes so it is not a mocking of the actual flag (no scissors were used) while keeping the symbolics :popcorn:
