When you change from the A hull to the B hull, the flag changes too.  Since Svietlana was acquired as Profintern (which is actually already in the game as a Tier 5 premium that is hidden), she acquired the Soviet Flag as a result instead of the Russian Czar Flag.

she has her flag changed from the st. andrew one to the early soviet naval flag

 

t5 ships already have the more known soviet naval flag - white with a blue stripe at the bottom and a red star together with a hammer-n-sickle above it

Most Tier IV Soviet/Russian ships will enter a transition of ensign flag change like you saw on Izyaslav and Svetlana. Soon you would see an upgraded Gangut/Sevastopol and a converted CV with their early naval ensign like this one (circa 1923):

Although Gangut/Sevastopol would like to get 2nd upgrade along the latest VMF naval ensign like you typical saw. Whilst Empress Mariya and Izmail would get the Imperial Russian St. Andrew flags at the start to signify the fact that both were built in the last Czarist time.
