so wy does wargaming make the tier 7 ships suck until u upgrade them

the pen sucks id rather play cleve but I need to upgrade it I get 3 salvaed by a russion cruiser a tier lower than me

Wargaming who I love so very much doesn't package fully loaded ships all ready to go.....part of the game is the adventure and discovery of different mechanics and elements that require a process of learning.  Just like baking  Fujin Cake Muffins is a perfection...one must learn and discover the perfect recipe !!  ^^

Well upgrading is part of the game. But the commander skills do little to help your ship. The Marksman which takes two points does very little for most cruisers and bb. Most guns on the level 4 ships are well above the 139 mm range it is to help. the .07   transverse help it gives does almost nothing.

Premium Ships. I think it would be good to know what the ship has before you buy it. I see new ships listed but no where do i see the specs as to what the ship has to offer besides showing different pictures of it. When you go into the tech shop you can see whats the ships have. How about doing the same thing when you put a ship up for sale?
