I would like to return the Mikhail Kutuzov that I purchased yesterday... or please increase the damage or bring this ship down a tier. 152mm guns was a bad choice for tier 8 cruiser. It's a fun ship to drive, until you finish the game and realize you've done crap for damage, no matter how many hits you had, and don't make as much money as your tier 5 premium. The damage is just atrocious at tier 8. I would have just parked the ship in port and left it there, until I heard others having similar issues. I will give AP more of a chance to see if it makes an improvement. I would have figured HE to be the ammo of choice for a high rate of fire and smaller caliber. It's an AA Giant and now that they've given us better xp for defending CVs and plane kills it is THE "go to" ship defense. You want to lobby for money back? If you are shooting at 18+ km... don't expect much damage. Move with your capital ships and support them. HE isn't great (even with DE it sucks) so AP everything but a DD... The Kutozov is probably the best T8 cruiser in the game right now when used by the top 5% of players in the game (look up the stats).
