Captain's Skill for Russian Cruisers

I am trying to figure out what captain's skills to take as I move up this new line and it's not that obvious to me.  Is there a site that I can use to see what each ship has as mod options and as consumables so I can plan out how to use my captain's skill points as I gain them?  For instance, what ships have radar on them (VIII+ I think)?  And do any of these Russian cruisers have the "heal" consumable?  Are there fighter plane/spotter plane options on any of them?  etc.

Yep, after playing the II, III, and IV Russian cruisers I've also concluded that last stand will be a must, especially since I don't see many other skills that look all that good to me even at the tier IV and V captain's skill levels.
