not at all honestly its got the worst AA ive seen on any tier 5 cruiser, its fast, and its round travel is amazing

everything but premiums the kutozof and the Murmansk are pretty well rounded ships in other words for this community (OP SHIPS) cause a cruiser that is all together rounded and performs how its supposed to, MUST BE NERFED

Shooting at either of those means they die pretty easily. Neither are particularly tanky, which is how WG balances ships

B-hull has the, relatively, fantastic AA at T5.

It's like half a Cleveland in AA DPS, which, I think, puts it in top spot for T5.

It doesn't have the AA-barrage, so it's effectiveness is limited, but it will still drop T4/5 bombers quite well, especially if you upgraded the range to 6km or 7.2km.

This.  I lost 4 of my bombers to a Kirov in Hiryu.  The AA is deceptively powerful; Kirov doesn't have Defensive Fire so she can't widen spreads, but if anything that gave me a false sense of security when confronting her AA suite.

I second this for Kirov.  Great guns, a little slow on the RoF, but they have decent range, they're accurate and hit hard. 

 

Mobility is decent to average.

 

Everything else...like armor (LOL!), AA (LOL!), torps (LOL!)...good luck. 

 

The Kirov is as fragile as your grandmother's fine crystal decorative pieces.  Stay back.  Stay WAAAAAY back.

Its not the best AA, hats for sure. But, I have shot down 3-4 planes in one match, 3-4 planes in two minutes, and 3-4 planes every 2 matches. It's kinda wishy-washy but it does work.
