I think it's decisively the worst in T5. Well okay, it's top speed is very fast, but it's turn radius and rudder speed are the worst in tier 5, for a cruiser. The Kirov's maneuverability feels average. Nothing good; nothing bad. Pretty much, Kirov is another Russian cruiser in a line filled with poor maneuverability warships. Russian Navy attempted to ditch Flexible for durability, and applied to all of their ships, sadly, it doesn't appear to have worked all that well , if at all.
