As for radars for USN cruisers - "It will be added soon". Source - Russian pathcnotes: "В ближайшее время американские крейсеры VIII–X уровней также получат его в своё распоряжение." - "In the nearest future the USN cruisers of tiers 8-10 will also get access to it".

 

Remember, RU CAs have like battleship detection ratings so you will see them before they can use radar so its not OMG END OF THE WORLD

Derp. Anyways, I agree it's a bit dumb that it wasn't included but I expect the Supertesters felt it wasn't ready for release on the USN. The extended time for the USN probably didn't make up for the increased range on the Russian ships.

I hope the delay is because they are working on to buff the USN cruiser line and will release them all together with its radar. At least that's my hope

My guess is that after a week or two when they hot patch whatever glitch's happen from 5.4 as has happened every time so far they will bring in the USN radar.

Also it will take the player base a couple of weeks to grind up to T8 RU cruisers so they can get some real time data on the two lines and makes some assessments.

This would be about one of the smartest things WG has ever done since I came to WOWs in OBT.

seriously though i think wg is afraid of radar affecting games too much (and it will shift the capping meta significantly i bet) so they want to hold it a bit using ru cruisers to test it, then they possibly change its stats and give it to other ships too

Oh Yes you have the point, it will take some time for the population to get radar equipped RU cruiser while many of us already have tier 8+ USN cruisers. So it sounds logical this way!

And they do mention there will be some changes in 5.4.1 coming soon in one of the Q&A. So I assume it will come with it and together with the premium CV maybe

You would need 3 high tier RU CLs/CA working in concert to have any real capability of altering the capping meta. The likelyhood of that happening in pubs is pretty slim. A lone RU cruiser can't kill a destroyer in the 25 seconds radar is active unless RNG is feeling cooperative. 

 

Note: this is based on the live testing i did. Certain aspects of the ships may have been changed from then to later this morning.
