I'd say go with the IJN line, they get the 203's faster, which sounds like what you want.

Japan has the strongest overall guns at the end. The Zao has complete fantasy guns that are super powerful. They're based on a prototype tested once in 1931, at a velocity that would have shredded the barrel, using a shell that is completely made up. It also has flat trajectories.

The Germans have the best AP shells, and flat trajectories that shine after the Karhlsrue.

The Americans have the AAA flavor which doesn't help in most matches, providing no offensive or defensive benefit. If a carrier is present he'll avoid you. After Tier 6+ your AAA benefit tails off sharply in terms of dos output. Your shells also shoot the moon, with little benefit thanks to the way they take longer to reach the target, have bad dispersion, and come in at sharp angles that lead to more misses and out right bouncing. You also lose torpedoes after Tier 5, and since theres no downside in WoWs to not carrying torpedoes this outs you at a disadvantage.

Depends. Strongest has a variable definition. IJN makes transition to heavy cruisers and 203mm guns first, but KM gets faster ROF and better AP. For pure gunnery, I'll take a German Konigsburg or Nurnberg (t5 and t6) over the Furutaka or Aoba (IJN t5 or t6) because I think they're stronger gunnery platforms. Smaller guns, yes, but excellent AP rounds, highly accurate, and high rate of fire make them stronger overall guns.

Like any woman could tell you, size matters but it isn't everything.

You seem really butthurt over the whole 'made up guns' thing.

German cruisers have the best AP, but they are somewhat more unforgiving than the IJN or USN lines; if only because you got to aim and pen to get the most out of them (not a problem vs cruisers, but some of those battleships though).  At least IJN and USN cruisers can resort to HE melting tougher targets.

Of course, Russia's incoming cruisers have the potential to take the firebombing campaign to extreme levels, but they give up even more armor than their IJN tiered counterparts until around T9+ or so, if I'm remembering the current stats correctly.  They're mostly glass cannons.

The Nurn's ROF is so high I actually have decent luck using HE against BBs. The individual shells suck and I rarely do damage with them directly, but I'm putting so many of them downrange that I still start a decent amount of fires even if the chance per shell is low. I use HE on BBs at long range when it's harder to place my shots as well to light them on fire, and switch to AP when they're close enough for me to reliably hit the superstructure (IJN) and/or bow or stern areas (USN BBs with all-or-nothing armor setups.) Nurn AP won't penetrate the main armor belt but you can still use HE to light them up until you reach your own point at which your aim is good enough to aim for less armored sections.
