Cleveland can't start a fire?

Anyone else noticed since the patch that they aren't starting fires on Clevelands?  I understand there's some RNG to deal with, but I've done the rough math that since the patch I've had about 734 HE hits with the Cleveland and I've only started 3 fires.  Really been frustrating as I was trying to finish off the Myoko challenge and that and the Pensecola/Farragut are the only T6/7 ships I have.

8" gunned cruisers are better at starting fires with HE than 6" gunned cruisers or DD's.  They have a higher chance of fire per hit.  I did those fire missions in my Atago, with a DE trained captain and a fire starting flag, and had a 21% chance to start a fire on any HE hit.

 

OP, I'd imagine that your Pensacola has a pretty solid chance to start a fire with its 8" guns.  Give those a try.

I played the Clev just once after the update , it sucks that evenyone can shoot you before you can shoot at them, but i started over 10 fires

Nether to say the turret speed sucks

You're just unlucky. Enemy Clevelands still set me on fire too often.

i just play 3 times with the Clev after the update, and i don´t see change (fire).

But i notice, that now i can easy shoot citadels to Clevs.
