I understand now to use mods they have be registered is this to curb illegal or unwanted mods?

I thought they introduced a requirement for mods to be digitally signed by WG. That would be the equivalent of "registering". For a competitive online multiplayer game, this is a very reasonable measure to prevent illegal or undesirable mods from being used. That is until "modders" learn to circumvent the system, which I suspect is not impossible.

 

Can anyone confirm/deny the requirement to have the digital signature?

Since the patch notes make no mention of that being implemented, I wouldn't worry about it.

Oh no, that's not the same thing. My understanding is that this has to do with using the statistics API and has been in place forever.

There's been no news, that I know of, that states that is the case as of yet. Just like no official modpack had even been developed yet by wg as that topic died out a few months back.
