I have looked in the game for this new torpedo thing and  it not there can some tell me what happen to it

What do you mean by torpedo thing? Captain skill on torpedo or new consumable? If the skill, it is the 3-point skill, on the left most place. If you mean the new consumable I though it's for Hatsuharu and Kagero only
