New patch laggy for anyone else?

So before the new patch I was playing fine. Now with the new patch the game will frequently lag or glitch (particularly when switching to sniper mode or back out). It has become essentially unplayable to me since I have a real hard time aiming when the screen keeps jerking. My framerate is usually around 70-80 fps on very high or high, but now it will freeze and drop to 40 then back to 70-80.

My mouse controls are all messed up and it wont let me change anything in settings. It's not my mouse because it works fine in WOT, but warships is virtually unplayable for me now.
