Both had great warship ideas, and designs, and would probably fill up a decent-sized tech tree, though in my Bias in my Name has to make me pick the Italian navy :P

Italy, simply because the Italians will be easier to balance... well, except for the destroyers.

 

 

Also who doesnt love Italian warship design? :P

I went with Italy as they were more historically significant imo. 

 

For minor navies I should go with S.America because they had quite a few dreadnoughts and a handful of cruisers/DD's...I picked Netherlands because I like their ships.

Italy did a fair amount more in WWII, France - well mixed at best despite some really cool ships. If I could have a premium La Fantasque and Richelieu plus the Italians I'd be happy as a pig in poo!

 

For the other nations Spain had a few British ships I can think of, Austria-Hungary didn't exist in WWII as a separate nation in any real sense, so it's limited to about T5. S. America would have some interesting WWI designs, but light on WWII and maybe disjointed. Although not a major power, I went for the Dutch as they saw at least some action, De Ruyter/Java class cruisers are interesting and I think they had had some BC designs.

Definitely Italy. They look better. Plus, those French are compulsive liars. For instance, when Arthur tried to recruit them, they said they already had a holy grail. Jerks.

They've already stated a goal of releasing 4 new ship lines this year.  Assuming they make that goal and continue adding new lines at the same rate, we're not going to see the Russian, German and British tech trees filled out until 2018, even if they don't bother to add full lines of paper CV's for the Germans and Russians (which I assume they won't.)

 

I'm not at all able to predict if I'll even still be playing this game by the time one of their modelers set up the first polygon for a ship that will eventually carry an Italian or French flag.

I voted France first, simply because I prefer their high tier designs. It's a crapshoot, really. I can't imagine myself playing the Italians ships much, though, since they carry the stigma of being just bad sailors.

More likely they will just give them the planned speed.
It does mean that their speed boost consumable would be very nice. 
 
I voted France because of Le Fantasque and Mogador.

All they would have left is German DDs, Russian BBs, British BBs, and British DDs.  DD lines take a lot less time to make and they already have some work done on both of those BB lines, so we may see some of those by the end of this year.  I expect the beginnings of the France/Italian tech tree Q4 2017

They also are probably going to try and release a second US BB line and IJN CL line, but I don't think they will do any more CVs until balance is better.
