New to IJN BBs.

I have been playing USN BBs for most of my time on WOWS, I just recently switched to the IJN BBs and I am curious as to why the IJN BBs get a purchasble accuracy upgrade and the USN does not.

At Tier 9, the US can purchase the accuracy mod and the IJN can purchase the range mod.

IJN BBs are supposed to be more accurate than USN BBs. I really don't see a big issue with giving the USN the accuracy upgrade especially since they have way less range then the IJN.
