Little confused here, the stats on New Years Type three camo says -4 to enemy accuracy that's attacking my ship and 100% to XP earned in battle.

 

So any ship that attacks me looks his accuracy by -4% and I earn double XP?

yeah, that's what it means.

 

-4% accuracy, so more chance of incoming shells to bracket you, rather than hit you.
