You have to mount the camo to get the bonus.  And it's free to replace.

for the risk of paying a high tier repair fee you'll find out in one battle -- random or co-op

Without the camo  mounted you DO NOT get the bonus that is attached to the camo.

I think he is asking if you get the regular premium XP bonus that we've always had. As in: without the camo does it still act like a premium did before the camo was introduced, or is the premium XP boost now totally dependent on the camo.

It's just like flags. If it isn't on your ship, you do not get the bonus. The only reason i'd take it off is if I was only playing for credits, but then I still don't see it being worth, as you still lose out on free stats.

I wasn't keeping up with patch notes and forums, so I played about 50 games on the Gremyashchi, paying credits for regular camo, before realizing this was a thing.

 

How's that for a face palm?
