How do I see and skill my Captain?

Hello All.  Pardon my newbie question, but I am not able to see any Captains for any of my Tier 2 or 3 ships?  How do I locate and skill them?

Your captian would be above the ship stats screen.  If its not there chances are you bought the ship without the captain.  If that happaned there should be a "recruit commander" button and the ship in your line up should be grayed out with "commander unassigned" or something to that effect.  Just click on recruit commander and you should be good.

wasn't captain skills level 3 or 4 or was it higher?  Am at work so I cant tell
