Made rank ten, but it says pushed back to rank 18

This.  Pretty sure the number of stars you start with has something to do with how far you made it in the previous season as well.

Exactly this. I start out at rank 14 this season. The only thing this does is prevent me from seal clubbing for a few rounds in T5-6 ships. I still have to earn my Jolly Roger again. Just enjoy the games. The XP and credit rewards over random make it well worth it no matter what rank you finish.

 

Edit: I forgot to add that the rank rewards themselves are well worth the effort.

The message you got at the end of last season said how many STARS you would have at the start of this season.  Not how many ranks.

You get one "bonus" star per Rank you gained last season. So if you made Rank 10 last season, then you gained 8 ranks(from 18 to 10) and thus you start with 8 stars this season, and that would put you wherever it puts you to start this season.
