It's a gunboat, you're probably going to be spotted most of the time anyway so i'd go with type 2.

Personally, I have a hard time getting interested in using anything, whether it's camo or a skill, that's only going to have an effect one out of 25 times.  I mean seriously, let's say that you're in a BB and the Tashkent is shooting at you with its 6 guns.  That 4% camo would mean that over 4 full volleys of 6 guns (24 shots ... close enough), on average you'd get hit ONE less time.  Whoop-dee-do.  Big effing deal.  Doesn't seem at all worth 12,000 credits (every single battle no less) to me.  Oh sure, if I win some type 2 camo paint jobs as a reward, I might as well use them.  But actually pay for them?  Doesn't seem worth the cost in the least. 

 

I think that type 2 camo would have to get up to about 10% before I would consider paying for it.

On the Tash-O, if you take the 2 mil concealment upgrade (not available on Kiev or Billy Sanka) AND Type I camo, you reduce your detection by a full km or so

it seems that -4% one may be pretty decent on it... or not?

 

Its reasonable to take that while in gun boat/stand-off spec, but once you get the points for Concealment Expertise you should get the 3% camo one.  This coupled with the concealment module will bring your detection down to 7.5.  That gives you a small (tricky, but workable) stealth torp window which opens up an entire new tactic for the Tash.  It will not harm your stand-off gunning either, it will actually slightly increase your invisi fire zone too.
