The gun itself is a copy/paste of a WWI armored cruiser's gun (Blutcher class IIRC), which where used during WWII as coastal defense guns with a new improved HE round (thus the increase in velocity of HE over AP). Even the original turret rotation speed of 51.4 seconds was copied from it's WWI gun mount. Basically, they're trying to make this thing's guns work at tier 7 with the WWII HE round instead of the WWI HE round (no AP round was developed in WWII as it wasn't needed for a coastal battery). Some people go with the HE spam just for better hits overall and save the AP for shorter ranges. Different leading times for the same boat are tough to play. HE at long range for better accuracy and damage, AP up close will citadel even a BB of the same tier. And AP up close to a cruiser can net multiple citadels per salvo.
