You need the Yokosuka port to access the Blue Steel content - IE the ships. You don't need it for the missions. You need to have at least a tier V for Kongou and at least a tier VI for Myoukou. Your personal rating needs to be at least 10 in order to access the missions. You have until the 1st of March to get a ship. You must complete all 3 stages in order to get each vessel, and you have to use the Yokosuka port. Blue Steel ships are permanent - once you've got them you keep them, and apparently you can't sell them either. They come with a slot so they're basically "freebies". The port is only if you want to play them. You can select any other port and play your regular ships, but you can only play the Blue Steel ships while you have the Yokosuka port selected.
