Let me correct that.

Karlsruhe has crap AP. If you not using AP at over tier 4 in German cruisers, you're Deutsching it wrong, you're Deutschbagging it, and you're overall being a Deutschloser.

Karlsruhe and Kolberg both got an AP buff and aiming for superstructure for overpens is a valid tactic in them.

 

HE still has its place. I still switch to HE in Konigsberg when hunting destroyers-- The damage is low but it still cripples engines and steering. Once I'm sure they aren't able to repair, I switch back to AP as the overpens do more damage than direct HE hits.

I've been averaging 3 kills a game in Karl using AP to flatten oppposinh cruisers. When I see an enemy in the same ship shooting HE, I pretty much know by default I'm going to beat him with > 50% health.

Karhlsruhe's AP was buffed.  The OP is correct, although I personally spam HE in the Yorck except at very close range.

I wish I could argue with you here.  I have 101 games in the Dresden, and Emden...just isn't there.  Not only is it slower, it accelerates worse, and has less firepower, and seems squishier for some reason.  In trade, you get perma camo and can use any captain.

 

EDIT:  It doesn't really feel like seal clubbing in the Emden.

In the beginning, I was really scared to play the KM cruisers because of the karl and just giving up half way annoyed by how [edited]it would be the countless losses, but when I started to grind it out, I got to it when it was already pos-buff, and I was really impressed. It wasn't the worse ship anymore, as so many have stated in these forums, in fact, there were many game were I actually carried my team to victory, some of these with 5 kills and top exp.

I hate the Karlsruhe. I found out what real pain is tonight when I got in a random against a bunch of Tier VI ships, including three Clevelands. I'm going to get the last 6000 XP I need for the Konig via one co-op battle a day--no more randoms. It might be slow, but I just don't get this ship.
