Should hull upgrades move ships into a new tier?

This is something I've wondered for a while.  Granted, I highly doubt we'll ever see it as they don't do it in WoT...

Should getting a hull upgrade change the tier of the ship?  I think it only really makes sense when the armament or AA compliment changes such as the change from 155 to 203s on Mogami or Battleships rather than just HP increases.

Guns, Fire control, Engines seem to be upgrades to most ships without a Tier change by description.

Increasing the hull by size or armor is what, by description, moves or changes one Tier type to another.

It is possible to leap frog Tiers by only changing Hull and possibly a type only addition, like torp launchers.

I have done that on the Public Test and have all T 10s. We're given enough gold, cash and stars to max out.

Nope. They do this in WarThunder because tier means nothing. Rather, they do Battle Rating. However, since WoWS and other WG games only have one vehicle per tier, per country (other than premiums), it wouldn't make sense for upgrades to move the vehicle up tiers.

Besides, the upgrades for ships are very small, and don't give enough of a buff to warrant uptiering.

I always loved that idea but since WOWS is an arcade game and due to how tier balancing works

(not just ship performance but also player population control through credit earn)

this idea is very difficult and complicated while also will never see the light

even if it is plausible since Devs will probably prioritize implementing other things

to attract players.

Still the idea of being able to upgrade kuma with different hall into kitakami is appealing:D

suggestions are always allowed whether it is out of picture or not

No.  There are multiple factors that affect tier placement, so addressing just one or two doesn't warrant a re-adjustment.

Since you invoked Mogami as an example, let me use that.  With a 4.0RPM for the 203mm guns (while Myokoa tier lower, has a ROF of 5.0RPM) and a 6.0RPM for the 155mm guns (while maintaining the same range and traverse time), WG pretty much predicted that most players would use the 155mm main armament, especially because it benefits more from commander skills (AFT being the most notable example) than the 203mm guns.

Technically, at least in the case of Mogami, what you've suggested is already in place.  Ibuki was designed as a virtual copy of the modernized Mogamis, and in the game she performs exactly as such.  She's confined to 203mm main guns (with the same fire rate as Mogami), has the same giant citadel for a hull, torpedo arcs and number, and identical performance figures.  The only differences mechanics-wise are that Ibuki boasts a hull repair consumable as she is a T9 cruiser and she has stronger AA.  Because of the ability to repair damage, which Mogami does not have, WG in turn lowered her maximum health.  I never ran into a carrier when I played her in PT, but given that cruisers are supposed to be the bane of carriers at their equivalent tier I imagine it's a bit stronger than Mogami's in-game even if their intended AA armament IRL was supposed to be identical.
