Yes IJN DDs have the best torpedoes. IJN ships have the ability to "ninja torp" straight from Tier 2. If you don't know what that means it means you can shoot your torpedoes off further than your detection range which allows you to be seen. Allowing you to shoot your torpedoes off without ever being seen if you know what you are doing. There are issues with this, you have to pray to every deity that those torpedoes hit because if someone so much as looks at their A or D key the entire salvo will miss.

I have only one grievance with this.

Your comment on an entire salvo missing. It is a bit inaccurate. If you stagger your salvos, you can force at least one hit per salvo. However, this requires the acquired skill of reading your prey's movements and predicting their course.

I was exaggerating.

Japanese DD Torpedoes have range, Russian DD Torpedoes have damage, and American DD Torpedoes are well rounded.

Only at Tier 7 does the VMF beat the IJN at torpedo damage, they tie at Tier 5 when they aren't stock. Stock torpedoes, the VMF only beats the IJN at Tier 8.

Just a bit of trivia:

Japan historically had better torpedoes because they had developed the technology to use pure oxygen, rather than compressed air, in their torpedoes to power the propulsion systems. This is the same reason why rockets use oxidizer in their fuel tanks; to provide oxygen to fuel combustion reactions, except the sole purpose of these small-scale reactions is to power and alternator. Pure oxygen works better than compressed air because you can get the same mass of oxygen for much less use of volume, therefore allowing your total volume of oxygen to last longer.

It is more dangerous to handle, though. The Apollo 1 accident comes to mind.

Late war Allied torpedoes were able to get up to par with the Japanese designs, especially when the reliability issues were worked out. Electric torpedoes could have similar levels of stealth while the torpex explosive that was used was more powerful than what the Japanese were using for the same mass.
