I use to lobster fish with my grandfather when i was younger, and i never recall hearing this. edit: I know 2 shorts means your passing someone on your port side. and a single prolonged blast has something to do with either visibility or obstruction or something(can't quite remember). never heard the two together. That is the sound signal for a ship with restricted maneuverability. It is also used in restricted viability such as fog. The Duluth ship canal at 300 feet wide is narrow enough that it is constricted waters for almost all vessels that transit it.
