Mutsuki Upgrades Question

I received some fantastic advice regarding the upgrades for my Blyskawica, yesterday, and I'd love to get some help with my brand new Mutsuki upgrades. I had a few upgrades in stock, so I put them on in positions 1-3. I'm at a loss for #4 though, because the rudder shift time is already so short, just 2 seconds or so.

 

From what I had in stock (my depot?)

1. Torpedo Tubes Modification 1

2. Torpedo Tubes Modification 2

3.  Propulsion Modification 1

4. What to buy??? Steering Gears Modification 2 will bring the rudder shift time down to 1.68 seconds (2.1 * .8). Is this the best choice, or should I go with the propulsion modification?

 

What is working for you guys? Thanks.

Great. Did you end up using the guns much, or did you primarily stealth torp?

I am cheap,  I use main bat1 and propulsion1 is all.     still do fine with it.     I do like to use the gun, but mostly stealth torping.

I didn't use any upgrades, didn't seem to need it.

This is a great setup. Don't know if I need them all, but so far this is my favorite ship.

mustuki is one of my favorite, and   Mahan is my other favorite at tier 7(more than hatsuharu)

I'm probably in the minority, not being terribly fond of Mutsuki.

 

MB1, MB2, PM1, SG2

 

Mostly stealth torping, but I would use my guns if the situation called for it, or just to aggro CAs and get them off BBs.

propulsion mod 2 imo

her rudder is already fast and the increase is in % i.e. if the rudder is already fast, the flat increase is rather insignificant, the difference how fast you can speed up can be invaluable

 

for the second mod slot, gun accuracy (or even aa range) both would be more useful than torp mod 2, but i use nothing there right now
