Yes, but if he hasn't been trained in that ship he will have to be retrained. After that you can move him back and forth

Yup an what I do is on my dd line I use my dd the Transfer my captain to my nikolia, and then to my arorura was the extra crew exp, for ur dd just train him on ur dd an the u can switch back an for between an prem ship of that nation to crew train

You can put your Murmansk captain in the Kiev. He will need to be retrained to the Kiev. After that, he can also be used in the Murmansk without any penalties.

 

Premium ships can use any captain from the same nation, and they do not need to be re-trained to the premium ship,

Can also use your premium ships for the retraining period too.

 

To be more clear, a captain that is being retrained will behave as though he is already fully trained while he is in a premium ship. It's a very nice feature.
